Judy A. Payne, 84, of Gallipolis, Ohio, passed away at 1:27 p.m. on Sunday, May 24, 2026, in the emergency room of Doctor’s West Hospital in Columbus. Born on December 2, 1941, in Gallipolis, she was the daughter of the late Frances Louise Briggs.
Mrs. Payne was a 1961 graduate of Gallia Academy High School and devoted many years of service as a supervisor at the Gallipolis Developmental Center before her retirement. She was a faithful member of Paint Creek Baptist Church and actively participated in several civic and community organizations, including the Red Hat Society, the NAACP, and the Gallia County Democratic Party. She also served as a past president of the Washington Elementary PTO, reflecting her long-standing commitment to education and community engagement.
She is survived by her sons, Clarence “Terry” (Christy) McCabe of San Marcos, California; Jonathon L. (Ellen) McCabe of Jackson, Ohio; Cory Armstrong of Gallipolis, Ohio; and Dana Payne of Gallipolis, Ohio. She leaves behind eleven grandchildren—Beth, Mary, Terry, Randy, Ricky, Chelsea, Raymond, Ashley, Alex, Korey, and Mariah—as well as numerous great-grandchildren. She is also survived by her sister, Betty Reed of Dayton, Ohio.
In addition to her mother, she was preceded in death by her husband, Stanley M. Payne Sr., on March 19, 2005; her son, Juan Marichal McCabe; and her sister, Ida Ragland.
A Celebration of Life Service will be held at 3:00 p.m. on Thursday, May 28, 2026, at Paint Creek Baptist Church, with Pastor Christian Scott officiating. Friends and family may visit at the church from 1:00 p.m. to 3:00 p.m. on the day of the service.
